The Town Clerk’s Office is considered the “hub” of town government in that it interacts on a regular basis with all municipal boards, commissions and committees. It responds to inquiries from the public and serves as a central information point for the Town.
The Town Clerk acts as the Town's registrar of vital statistics (births, marriages, deaths), public records & recording officer and serves as the custodian of the Town Seal. The Clerk maintains records of adopted regulations, bylaws, oaths of office, appointments and resignations. In addition, the Clerk is also the town's Chief Election Official and manages the general conduct of all elections. The Clerk is also a member of the Freetown Board of Registrars and oversees the voter registration and census of the town residents.
The office issues marriage license certificates, business certificates, dog licenses, and town stickers. Copies of Town regulations, by-laws, maps and certified copies of births, marriages & death recordings are available in this office.

Cheryl C.A. Estrella, CMC
Cheryl has been a resident of Freetown since 2003 and began her career in public service in 2003. She was elected as the Freetown Town Clerk in 2021 and has implemented more technology and faster, more efficient services in her department. Cheryl graduated in 2022 from the New England Municipal Clerks Institute (NEMCI) as the Elected Class President. She achieved the professional designation as Certified Municipal Clerk (CMC) in 2021 and is currently continuing her studies and professional development as she works towards achieving her designation as Master Municipal Clerk (MMC). She has been an active member of the Massachusetts Town Clerk Association (MTCA), the Tri-County Clerks Association, and the New England Association of City and Town Clerks. In her spare time, Cheryl volunteers for various community organizations and adores spending time with her two daughters, especially cheering them on from the sidelines as they play competitive sports all along the East Coast.
